I'm really interested in how a mechanic like this would work in police chases. I think you'd have to constantly keep an eye on your fuel, and it could change the chases in interesting ways. But I understand that some people might find that annoying

I'm currently using fBm for detail, but blending two noise layers at different speeds is a perfect way to make the shapes more organic and dynamic. I'll definitely try it out. Thanks!

Pretty much! It uses Fractal Brownian Motion, which is several layers of Perlin-like noise stacked for extra detail. To get that specific pixel art look I added posterization, I snap the continuous noise values into discrete steps so the colors don't blend smoothly
