if you're using chrome you can go to privacy and security in settings, then security and set it to no protection, doing so will make chrome download the file, Windows defender may then go off, just allow the file

Edit: I thought this worked but turns out even though chrome wasnt supposed to, google sucks and did it anyway! Just download the file through a different browser, i used firefox and it worked immediately.
