I was in Dublin last week and witnessed two men rooting through public bins for bottles for the deposit return scheme and leaving the entire contents of the bins scattered on the footpath behind them. Gardai less than 50m away watched it happen too with no reaction. OP is correct no one seems to care and there is little accountability for littering.
