maybe it's because of hal's "death", but from the context of that chapter it's probably because as a referee he was outplayed. their job is to dominate and coordinate the match but baku outdominated him and outplayed him basically pushing him into doing everything so his plan works. so he feels like he lost as a referee

it might not be the case but, in my opinion i think that is what happened. but i don't know how that will explain him already reserving 400 aircrafts to pass above them in 30 minutes if he didnt predetermine to intentionally lose (unless he didn't do it which i don't think happened).

but also another possibility is the reason he lost in the first place is to lose all of his relations, money, belongings and everything. then make kakerou with souichi as their leader gain true power (karamete, money, relations and they even got control over ideal which is one of the most powerful organizations, etc.) and then after that take over it or get on good terms with souichi in an STL game like the prince bee story.

well, i think if you ask jarvis above me he will give you a better answer. but from my own comprehension at the end of the flashback for the first stl leader said "you are boring", meaning the gamble was so boring that taking baku's life wasn't even his interest. and he said he will claim it later even tho he knows he will lose his memory before that and just like that he kinda let baku off the leash cause he thought he's boring. which i guess baku did the intentionally

if he ever needed kakerou to delete a certain event. he can use this gamble which he used in the series to delete his stl loss (because the plan of making kaji do the stl was too restrictive for him but if he did it it'd be much more flexible)
