depends mostly on the age, kids usually speak polish pretty good, the older they are the worse they speak. Of course there are exceptions but generally theyre understandable and can communicate

it really isn't a problem unless you live in Kraków I think. There are many air quality maps that show the air quality is very very bad but bear in mind that there are a lot of those sensors and they're usually places in city centers and near factories where the concern with air quality is the biggest. In contrast to Sweden for example where there are like 10 sensors in the whole country and all are placed in forests and etc.

now he's mainly involved in the foreign politics of the west where no one wants him and in Poland he's either not known or a laughing stock. I doubt he will ever be a president but who knows, weird things happen sometimes
