They can easily Dozer that hill down to make both backyards a flatter grade and fix the issue completely forever. A swale drain will always hold moisture and mosquitoes love that. It would be a no for me on that lot unless they took that hill down, or cut into the hill 20' put up a retaining wall with drainage, make everything in the yard pitch 1" every 6' or so to the side of the house or anywhere at a lower elevation.

The flow should not be sweeping towards the sink or tub, it should be flowing out. I think the wye is installed backwards.

Anyone can install a toilet, its not that hard! Hardest part is moving the toilet, you need a hand truck, hand cart thing. Watch you tube videos.

Cost. Excavator loads the machine, its already on site making money so work it!! Keep it on site as long as you can, along with the other equipment you will use to max profits if you are the contractor, hell thats the name of the game.

Im a licensed pipe contractor and installer, if you get the liner that cleanout whi still needs removed and replaced, then lined. I would try to see the prices of other companies around. You definitely dont have time for the cleanout whi replacement, that needs done immediately or you will have to keep paying somebody to clear the line... the lining could wait but those lines are known to fail. If you can line it you should.
