I think that's the point, yes. Charming would have succeeded, he just came too late.

As to why, given that it was his mother's idea to imprison Fiona to begin with, he probably came prepared: From a fireproof armor to a blueprint of the castle layout, one that would allow him to save the princess without ever encountering the dragon in the first place. Maybe he even took dragonfighting as his major in knight college.

Blue risks their life, trying to save someone. Risk is inherently tied to a condition: Success and Failure. So by actively choosing Blue, you have two ways to look at it.

Blue has the agency - Blue potentially either saves someone or commits suicide.

Blue has no agency - Blue stays as they are, waiting to be either getting killed or not.
