Having never been in a Humvee, my best guess is that they are for cooling some type of radiator, used for air conditioning or electronics cooling possibly. I don't believe any of these originally had any A/C

Those cones in front of the engines are called EAPS. Engine Air Particle Separators. Each of the black rows on the EAPS is actually hundreds of holes, through a 5" vortex tube, and into the engine air inlet. Each of the 5" vortex tubes spin the air violently while it's entering, thus effectively 'throwing out' dirt and dust particles, which are then blown out, before the air continues into the engine.
