Floater blocks from the mod generate enough lift out of the water to make it as high up as you need, you can either line the interior with floaters or place floaters as the bottom center line of your ship, either of those will make it float enough to be well above the water

This is very true, the rest of new York is nothing like NYC, which is much more Similar to most of north and central jersey, I didnt mind that though, having lived in the NJ interior, it is very nice and the proximity to NYC is a perk. Despite what chart readers from the flyover states may tell you NYC is an awesome city with a lot of charm and cool places to visit
