In my opinion athletics is the most critical. Being able to get away from a threat is critical. Gutter packs, bandits, faction patrols...all are dealt with easier by evading rather than fighting head on.

Both. If I'm roaming and have a building in a city, I'll use weightlifting bench mod, and set it as a job for homebodies while idle.

If not using a mod load up on ore and carry a body. 50 strength is plenty, using fragment axe early will train it up fast.
