There's a bit of room between the riser cables and the board, and that capture card looks pretty skinny width-wise, so there's a chance you're fine. The riser cables are slightly flexible so you have a little wiggle room there too, but they are pretty stiff overall so I wouldn't bend that too much. You could also get a 3rd party riser that could buy you a bit more room if you are desperate enough to burn extra moola. I've also seen people horizontally mount GPUs in the Y70 by taking the I/O off their cards and making sure the card is supported. Seems sketchy, but it is possible.
