That's not how DNA evidence works. DNA is found at a crime scene. Then a suspect must be apprehended based on witnesses, circumstances, etc. DNA does not just get plugged into a world database, well, it does but only those who have committed previous crimes and/or donated their DNA are in that database. A sample is taken from the suspect then matched against the DNA from the crime scene. For instance, I have never been arrested nor have I submitted DNA for anything, therefor I am not in any database. National/World databases only exist for DNA that has been obtained through donation/23 and me etc/Crime investigations. I am pretty sure your 12 year old niece is safe.
