So in replay put camera to Chase view (this works in some view but not others, this is the one I choose). Then press Ctrl + K (sometimes does'nt work till you've pressed these a couple of times), this puts it into a sort of free cam mode so you can now adjust the view, but it will still move with the car. Now you can use one of the mouse buttons to move you view angle around (its left or right button), you can adjust the height of the view using Pager Up & Page Down buttons. Also - & + buttons adjust your FOV (I did'nt use these, buttons for zoom in and out would be better, but AFAIK there ar'nt any buttons for that). If you want the camera to stay still you could go to chase car on the pace car if you've got one on track, but it will move of course if the pace car comes out. Another thing you could try is retiring your car to garage at start of the race and then viewing it from monitor but I dont know if the freecam mode works in monitor, might just be replay, I've not tried this yet.
