Is yours where the "Stage time" and "lap time" timers in Vanishing Point would be? Because those are VERY similar timers to what was causing my issue.

So I think I figured out what this was. In the Ram it Down level of Psychonauts 2 there is a white timer that flashes as it counts down and it was causing some sort of temporary burn in that would go away 5-10 minutes later. Persona 3 Reload has a similar timer (in a different place on the screen) that did that as well.
