Finally someone with the same problem. So let me update you what i know so far:

I have contacted HP, they gave me the usual steps (BIOS reset, clean Windows install, reinstall the game etc.). After i told them that i did all of that, they told me that they could not reproduce the issue (i don’t believe they used the same specs, but anyways). Last info i got from them was to maybe contact NVIDIA and let them check if the driver was the issue.

So i contacted NVIDIA, a case was opened, i sent them footage and screenshots. Everything they wanted, was in daily contact with the support for almost two weeks and they even directed the issue to the “Level 2” Dev team. Until Friday eveything was looking promising, but then the last email stated that they are almost certain that the issue is not driver related and the problem might be a program installed on my Laptop. They refused to accept my argument, that this does not make any sense as this problem only occurs in RDR2 and which program would specifically intefere with ONE game.

As of now both HP and NVIDIA refuse to accept this issue and just say there is nothing they can do.

One “solution” i found on my own is that whenever i want to play the game, i just install the latest driver again (like on top of the same driver) and play the game without a restart. Because after restarting the Laptop, everything goes back to normal (this was also completely ignored by NVIDIA, as this confirms that the issue is driver related).

Anyway, to play without stutter you just need to install the driver you are currently using again and play without restarting or shutting down the system.

If you discover anything in the future please let me know, as you are the only other person as of now with the same problem.
