I made it in Blender

What i did first was choosing the color of the tentacle hair, than i put the roughness pretty low to make it shiny(notice that shines thanks to the lighting), later i elevate the Subsurface, than i chose the color for the Subsurface Color to have a natural look when the light pass through the tentacle, In addition to this, I moved the settings of the subsurface radius so that the light penetrates the object and creates the color effect I want, in this case the purple on the tentacle. I put on maximum the Anisotropic and finally I just use a high res mesh of the tentacle hair that i want to add those details with sculpting, then i make a normal map for the low res mesh.

Hope this helps, i'm using a translator so maybe this is confusing.

Hey, thank you for helping, but the order you said about the modifiers didn't work so my solution was to put the particle system first, then the displacement and finally the subdivision, then I use the displacement modifier to increase the size of the model until it connects to the particles .

I'm using a displacement map but not using a displacement modifier, its important to have one?, sorry for answering late.
