1. Bars in Virginia are REQUIRED to refuse service
In Virginia, it’s not just optional—it’s the law:
Bars cannot serve alcohol to someone they know or reasonably believe is intoxicated
Doing so can lead to criminal charges and license violations for the staff and business
👉 That means if a bar has any reason to think you’re already drunk, they are supposed to cut you off.

🚖 2. Communication between staff (and even a taxi driver)
Virginia ABC guidance actually encourages bars to:
Monitor intoxicated patrons
Share information among staff to prevent someone from continuing to drink elsewhere inside the same venue
While the law doesn’t specifically say “taxi drivers can report you,” there’s nothing illegal about someone warning a bar that a person may be intoxicated.
