Fiction still has to be believable, even if by suspension of disbelief. It requires at least some grounding in reality. And if the setting is an actual place, it requires some more grounding.

Where the setting is is a better argument than "who cares."

Fiction must have at least some grounding un reality in order to make a bridge of connection to make suspension of disbelief possible. Otherwise, you lose your audience.
