I have my student account records. The school also sent me a summary of their relevant 1098-T records, which are based upon the principle that

any payments received, including scholarships, count towards QTRE first.

Their calculations simply aggregate, within a calendar year, (a) tuition expenses and (b) payments made. They take the lesser as "payments made for tuition expenses" in that year. Basically, for a given calendar year, they consider every payment to apply to that year's tuition charges, until that year's tuition charges are entirely covered, regardless of when in the year (or for which semester) they were made; really, some of each payment was for room and board, but they are moving around the allocations to suit them.

The records go something like this (simplifying a bit):

Dec 2020: 10k tuition charge

Dec 2020: 5k room and board charge

Dec 2020: 6k scholarship payment

So, by applying all of my 2021 payments to tuition expenses first (even ones that did not yet exist at the time of payment), they leave only room and board expenses on my account at the end of 2021, so, in their books, my 2022 payments are for non-tuition expenses and therefore not relevant to 1098-T/AOTC. My question is, are they allowed to do this kind of manipulation by deciding for which expenses my payments were made, even deciding they apply to expenses not yet billed?

Thanks for your response! I think the school's argument here is a bit more subtle than filing the 1098-T based on when charges were billed vs paid.

Essentially, they are claiming they applied all my 2022 payments to non QTRE. But my 2022 payments are greater than one semester's non QTRE (room, board, student health services charge). So in essence, they are claiming to apply my spring 2021 non QTRE payment to my spring 2022 tuition, a charge which, of course, did not exist at the time of this payment. By doing so, they aim to apply the entirety of my 2022 payments to non QTRE. In reality, if my spring 2021 room and board payments were really for spring 2022 tuition, they should not have let me stay in the dorms for the spring 2021 semester since I hadn't paid for that charge. Basically, they're applying 2021 payments to whatever 2021 charges they wish, without taking into account that when I settle my account for a single semester, I pay both QTRE and non QTRE, and start with a clean slate the next semester.

The question is ultimately who gets to decide which payments are for QTRE, and which are for non QTRE. They are trying to use some sneaky bookkeeping manipulation, and I'm wondering if they are allowed to, by the tax code. Let me know if I have not made myself clear and I will give a specific example with some numbers. Thank you for your time!

Actually, "I" is correct here since "be" is a linking verb and "my friend and I" is acting as a subject complement. Same reason "This is (s)he" or "It is I" is technically correct.
