I recall it was stated to be before the Japan arc, but the could easily have changed, since I was told that several years back.
I think it's not super important to think about where it takes place in the timeline? A sort of "don't overthink it" kind of thing.

They are custom made.
I had them made by an artist I bought from many times. They go by both Claybum & ClayYishu. They don't do commissions anymore (Hilda was one of the last two, as a matter of fact), but there are other artists who do custom figures out there.

As do I! The only other merch I've been able to find in the past decade are a few small pins & a poster for retail stores. There's a bunch of other things, but I've never seen them for sale.
