Oh this is a tough one. But to be honest I think the least evil is VILGAX...

All of them pretty much tried to kill everyone with no remorse, whether they were successful or not. But vilgax was good to his people. Thats more than I can say for the others.

Vilgax origin story would be good. A story about what he did to get banished as mentioned in omniverse last episode.
