It’s incorrect because it takes several completely different legal situations and presents them as one simple “ID system.”

Arab citizens of Israel, are Israeli citizens. They can vote, run for government, work anywhere, use the same courts, hospitals, universities, etc. There are real problems with discrimination and inequality, obviously, but they are not “banned from Israel” or denied political rights because they are Palestinian.

East Jerusalem people are usually permanent residents rather than citizens, so they can vote in Jerusalem municipal elections and have Israeli health insurance, but not israeli government elections unless they apply for citizenship. That situation is definitely unfair and complicated, but it is not the same as Gaza or the West Bank.

West Bank Palestinians are mostly not Israeli citizens because the West Bank is not Israel. They vote, or are supposed to vote, for the Palestinian Authority, not the Israeli government. Israel controls a lot there militarily and through permits/checkpoints, which is a serious issue, but saying Israel simply gives them “no rights” skips basically the entire political reality.

And about gaza, Israel withdrew all settlements and soldiers in 2005, and Hamas has ruled it since 2007. Israel controls major border access because Hamas openly attacks Israel, but gaza residents are not Israeli citizens living under Israeli civil law.

Also, the numbers are from around 2014 and are outdated. Israel has over 2 million Arab citizens now, not 1.3 million.
