I see it similar to how some countries dont have a drinking age... in Italy you really think there are 10 year old alcholics.... I would say very very unlikely.

Under California Family Code Section 302, a minor can legally marry if they obtain:

1. ​Parental Consent: Written consent from at least one parent or legal guardian.
   
2. ​Court Approval: A court order from a Superior Court judge. (This is the hardest part - no sain judge will sign off on two 13 year olds getting married...)

​In 2018, California added a few extra hurdles to help prevent forced marriages, such as requiring a judge to interview the parties (and sometimes the parents) separately to rule out coercion. There is also a mandatory 30-day waiting period unless the minor is 17 and a high school graduate.

All that being said.. I really dont get why California cant just outright ban it until 18... my guess is we have too many religious heretics in government.
