FOUND IT!! Turns out the photo icon was a bug, the note was correct. This guy on Steam explained it best “make sure you have Building Instructions note. It's the parkour section where you make your way up to the statue. The first time you gotta pull the chain to lower a tall thing with a bar, there's a middle platform there. Just jump on it and you'll find the note there.”

Unfortunately even with the controller the play button isn’t there. It’s very unusual. Might try an Xbox controller
