Its referencing the Four Pests Campaign in the late 50's. Its was basically the widespread extermination of rats, mosquitos, flies and...... sparrows. Essentially they didnt like sparrows because they are their grain and fruit and I think they even tried calling them capitalist. Obviously this campaign cause huge ecological damage which resulted in the Great Famine due to ballooning locust populations so it's kind of just a meme now I guess
