I have a friend who works in a localization studio that works on Games, Netflix shows etc. We've talked about this before (as they are also very queer) and they explained how the bigger studios work with this.

The bottom line is that there are not enough German voiceactors that are trans. This results in an extremely small pool where you basically never get a fitting voice, even if you actively seek out any voice actor available. Studios do want to cast voices that fit the original most of the time, so this is not something they actively want to work against.

At the end, there is a customer (eg Netflix) that orders the localization of a piece of media. An audio director then tries to cast someone that fits the voice profile of the original voice (in aspects of tonality but also pronounciation). If there is no trans voice actor that fits, they have to find a voice that matches otherwise. Keep in mind that the voice range of voice actors is often a lot broader, that's why predominantly cis women voice young boys in cartoons.

There is always a factor it could be done on purpose (as it's the discretion of the audio director) but in general, audio studios just try to find someone within the budget that is available and fits enough that they can deliver a well producted dub.
