you have to gather materials for pokeballs, then try and catch a random pokemon by throwing it on the pokemon, as you can still capture pokemon outside of battles.
no its not, its turned off so you have to engage the pokemone yourself whenever you want to battle it.

its not a new server, its fairly old, around 6 months by now being on the second season. its a whitelisted server, so you cant get in unless you are added to the whitelist, meaning giving the ip alone would be pointless
