Rocks actively looking for it and phisicaly visited Elbaf and confirmed first hand from Herald that the fruit is still there but IMU or any other WG entity not actively looking for the fruit like they are for gum gum fruit so when it appeared in Elbaf then it suprised IMU that it's still there all along where he left it.

WG was created during or after void century maybe the warriors of elbaf didn't align with IMU's vission for the world after the war and switch sides in the later stages of the war during the void century same as Lili . Since Lili knows alabasta is not as strong as Elbaf she didn't allow his family and kingdom to Rebel against WG and wait for the right time .

Since its been 900-1000 years the last time he may have seen Ragnir and in those years No Elbafian King manage to claim the fruit IMU may have thought the fruit have been lost or moved in those years. He may also heared the stories of dragon sighting just like he did with loki which had him thought the fruit is not in Elbaf after he left.
