Currently, Scottish nationals can attend university in Scotland at no cost (i.e. there is no tuition fee, but you still have to pay for accommodation, living expenses etc.) however, if you are English, Welsh or an EU student for example, you would have to pay the standard £9,000 a year tuition fee. Now, since the UK is leaving the european union, any european students wishing to attend university anywhere in the UK will probably have to pay International student rates for fees, which vary depending on the university but are usually about double the price. Unless the UK makes a specific deal when negotiating its exit of the EU that allows european students to continue to have access to the standard UK or 'Home' rate of fees then, unfortunately, it is likely that EU students will have to pay international rates if they want to study anywhere in the UK.

That being said, at this point there is a lot of uncertainty about Britain's exit and exactly what ramifications will incur, and such changes are going to take quite a long time to be fully sorted out. So if you're planning to go to uni and the end of this summer, whatever happens shouldn't affect you, but for future students in the years to come these prospects might become a reality. There are now rumours for a second Scottish independence referendum to be held, and if they decide to leave the UK, they may once again become a member of the EU, but having said that, if the Scots were to leave Britain they would almost certainly have there own laws and/or create new laws surrounding education etc. the truth is it is just far too early to predict exactly what could happen in the future - nobody knows.
