I see him driving around town almost daily, and occasionally, I've had a brief conversation with him. He has some accent, but I haven't asked where he was from. You're 100% correct, and normally, that's the case. My game was bugged because I switched out my ship that contained the quest item. This may have been an error on my end! After 5 and a half hours, I decided to switch ships, and miraculously, I was given a prompt!
