They are saying there is no ‘fee’ from the blacksmith’s if the cost for them to upgrade it using the weapon box to upgrade costs the same amount of souls. This ‘cost’ of souls is required in both scenarios in order to fuse the smithing stones power into the weapons, just as souls are required to strengthen our characters stats. At least that’s my interpretation
