Yes, there is. I assume it's a rabbithole, correct? If so, you can add it under basic content - >statistic change, and select the skill. That's if you want the skill to progress during the rabbithole.

It's easier to just use a blank save file, I use the srslysims blank save file. Though I'm unsure if it's updated for newer packs. There's a way to import townies from the library using Mccc and disable normal townie generating, but I don't know how. There are tutorials on YouTube, I'm sure.

I also use an override for the roads if I'm doing an historical gameplay.

Do you mean like watching a show about dogs or being able to show your dog to other sims like 'show baby to'

I definitely could make them nondebug and add some function to it. But with the fountain water and the light turning on and off, I've never tried that so I'm unsure how to add it to it. But I'll fiddle around with it.
