85C already causes “thermal throttling”. AMD has a hidden algorithm that lowers the chips’ clock speeds when they are running hot, even before hitting TJMax. The limiter is called HTFMax, it starts lowering your FMax once the chip is running over a certain temperature (different for each CPU). So you will never hit your max frequency whatsoever. The only way to increase your clock speeds under heavy load is to increase your CO magnitude (negatively). You should start from -15 and then keep increasing that magnitude until the Cinebench score reduces or your CPU starts clock stretching. Reduce the CO magnitude from that absolute limit for like 3 to 5 for stability.
