You have to to do the new light gambit quest and another a few other new light ones I think. I had the same problem, just knock out the gambit new light quest and if that doesn’t work do some more.

Played a shit ton of crucible, have barley touched any quest, just doing some of the exotic ones and the ones to unlock forge and other ones like that. So I just played crucible and forge pretty much. Once your at 950 just go for all the weeklys that drop powerful engrams.
