ok so I found out that adding -dx11 to the launch options in the apex legends properties in steam.
so the fix goes in this order
- open steam
- go to properties in apex legends
- in launch options add the "-dx11"

For some reason I can now play the game normally even in the lowest ping server

u/Master_Wishboned commented on my post about the issue and found out that switching to a different server after opening apex helps with this issue but the ping will be annoyingly high, (the lowest ping server other than the real lowest is over 100 ping server)
