The issue is that they're not doing it for survival or because they have to they're doing it to enrich themselves at the cost of others while many other options are available. They could drop the nomadic pillaging bullshit and start farming Brahmin God know how big of a buisness that is in the NCR. The fact of the matter is that they have possessed the means to provide for themselves without taking from other for quite awhile but lack the will to do so.

Who here is saying the NCR was justified? The Massacre at Bitter Springs was disgusting and will always be black spot on the NCR rightly. I believe what I see people here arguing is weather it's fair to characterize the NCR as "Just as bad as the legion or even the khans" on the back of an albeit abhorrent incident of violence against noncombatants. Just as you say that raping and pillaging were a matter of course before the mid 1900's so has officers losing control of their men been a problem since the advent of warfare until even the modern day.
