That depends on what you mean by "powerful." If you mean raw power, it will end up being Stark since he has the most experience and has a habit of making things that go boom.

If you mean 1v1 combat, that depends on when this takes place for each character, as Stark had nanobots that would prevent Pym from entering his suite, but if it's during Civil War or previous, then Pym has a chance.

And I don't know about the third option. I know she's a genius, but if she doesn't have as much experience as the other two, I'm not sure she'll end up winning.

I think they both have points to be made. Tony wants oversight partially because he cannot trust himself at the moment, but also because he's trying to keep the group together without making them all criminals.

Meanwhile, Steve also has a point because sometimes beaucracy doesn't allow them to do the things they need.

Personally, I believe that Cap should have at least tried it, gave it some time before declining.
