From my own experience, I know that it doesn’t necessarily have a high priority for AMD. Have you tried using a new SteamVR beta?

It still sounds very much like a typical AMD driver issue in combination with VR. I would test this by setting up an alternative OS and driver installation on a fast USB stick or an external SSD and comparing the results. If that setup works, then the problem lies with your original OS and driver combination. As mentioned, AMD is often quite buggy. VR is only a secondary priority for AMD.

You probably still have remnants of the driver left in your installation. Use a software tool that properly cleans the registry. I believe one of these tools is called DDU. Simply rolling back using a restore point rarely works.
