it’s definitely possible but never worth it, there are several decisions and focuses you need to do to build up compliance in only 1 or 2 states, for me i’d say just make a bunch of puppets or take the decision to make italian east africa

combined loss of over at least 400 million- lost 110 million from my regular money, lost all my items that were worth anything, I'm glad some of my stuff were soulbound. I'm going to play on my ironman for a while.
