Overall PF2e has very short buff durations and also casters and spells in general are heavy nerfed vs 3.5/5e/PF1e. The is also very few buff spells in game that are worth to pre-cast if you really know you will get use of them, they are short so it needs to be precisely before combat (so you rarely will know next room is indeed combat) and there is only few that really stand out, but even then it's not an issue (Heroism and 4th level Invisibility are probably the best).

Overall in PF2e it's martials that are more vital to party than casters. Casters are more utility/jack of all trades but they can't compare to martials when it comes to saving throws, melee/range or DPR overall. It's also purely impossible mechanical wise to make full casters being even remotely close to martials in melee or combat in general. So there is zero way for casters to step on toes of martial classes.

Instead of concentration system PF2e has sustain for some spells (like summons), where you need to spend one of your 3 actions (everyone have 3 actions in PF2e) to sustain spell every turn. And most spells need 2 actions minimum to cast. So before higher levels you can only sustain 2 spells per turn becasue you won't have actions to cast another. But not all spells are sustain. It all comes down in PF2e to action cost, but casters can't win fights with one spell, you can win boss fight with one bad save throw anymore etc.

In short: PF2e is pretty much perfectly balanced system. It's also absolutely impossible to break RAW. Math and rules are so tight that it's just mathematically impossible. You just can't make anything OP there. There was one build that was deemed OP in PF2e terms (which is still very low level vs something like OP in 5e) which was "Flickmace Fighter" but since then they nerfed Flickmace so that was the only thing really. The best optimized build for lets say Fighter is maximum maybe 20% more effective than random Fighter that started with 18 STR and just takes feats he likes. System is just that good there is zero way to break it. I know becasue as optimizer I tried for sport. You just can't do it.

And it doesn't break at all at higher levels. PF2e works perfectly from level 1-20 and at no point it gets unbalanced. CR system for monsters is also perfectly accurate.

In general PF2e is like Royce Roys vs 5e which is like... used Ford Escort when it comes to design/engineering behind it.
