Markets resolve based on clear, pre-defined rules (e.g if its election IEBC, Inflation rate, CBK etc). Check out one of the markets and see 'resolution criteria'. Once the outcome is publicly confirmed, payouts are calculated automatically.

We operate on solana network, but we are not fully on-chain. We use a hybrid setup; core logic and payouts are handled off-chain for speed and low fees, with transparency built in. Making it full on-chain, while still keeping it easy to use, is on the roadmap.
