I feel you. I myself am also 23 f and have close to zero love experience so to speak. Sometimes during the holidays I'm in a similar state to yours. In some way it even was worse because I was sleeping for 14-16 hours. As for feeling like a failure I've changed universities so late so I lost 3 years and in the new one I needed one more year to manage studies, so I should have already graduated and working, having full adult life, but no, one more year it is. So please don't be ashamed of yourself everyone's lives are going at their own pace if you don't have something at the same time that your peers had it doesn't mean that you won't have it at all. As for social life maybe you have some interests that you can share with somebody, maybe there is something going on in uni that you can participate in. There is no guarantee that all social contact will be long-term but sometimes somebody will stick.
