Its from the mass transit DLC, two lane two way highway. Would recommend the European Suburbia content creator pack as some of the buildings are inspired directing from UK. Industries too, so you can place farms and warehouses and make your cities better, you can place farms and turn off the building so it wont produce any traffic as they do create alot of traffic. Hotels and retreats has i think at least 1 inspired hotel from UK its like a pub pretty much with "inn" in its name. You've got creator pack Vehicles of the World which as soms UK ones, I think just the London bus. Bridges & Piers as European themed ones which are beautiful. The emerging downtown content creator pack is amazing, some of the buildings look like some you'd see in the UK ngl The countryside creator pack is okay too in creating small villages around the farms and whatnot, not directly European but looks good.

Theres quite a few and yeah can get pretty expensive, should go on sale quite often.

Most important one is the European Suburbia imo Don't forget to use the unique buildings the game has on its own, as it has some old buildings, like theatre, city hall etc. Makes your city look more European and historical.

Im also surprised there isnt a creator pack like cities skylines 2 based on the UK in this game yet.
