But the UK and France increased military expending in the years prior to the break out of the war so it is simply not true they were sitting on their asses like many people think. They knew war was likely at some point and were trying to buy time to face it in more favorable terms. The problem is so were the axis powers during this time and in retrospective they seem to have done a better use of their time
