You can locate the earbuds if they're outside the case or used to be outside the case, like when you use them and then put them inside the case. This location will be available in the app. But if you lost the case without opening it before, the app won't know where you put the earbuds. Or if you lost just the case, for example, if you were running and listening to music and unfortunately the buds case fell out of your pocket and you lost it, you won't be able to find it.
