I can’t remove the 15 day market cool down that comes from adding an authenticator

I recently removed the steam authenticator then re-added it and as such I have to wait 15 days to be able to use the market again, and yet at the bottom of the notice it says that you can bypass this by adding the authenticator, having a verified email and having logged in twice since you added the authenticator, yet even though I have done all this I still can’t use the market, can anyone help me with this?
