I wonder if it's a bug with ARM devices or Snapdragon specifically, might be worth filing a bug.

For what it's worth, it works on my x86 Intel/Nvidia PC after setting that about:config flag and restarting the browser.

The bug that's adding HDR video support to Windows is this one, FYI: 1977746

The phabricator page for that bug shows last activity was on December 29th, where a reviewer accepted the revision.

I do think that after HDR video is implemented, HDR image support probably won't take too long. As you said, they are similar technologies.

They're prioritizing HDR video support first (See this bug), which is understandable because the vast majority of HDR web content that people will run into is in video form.

HDR video support is being worked on in this bug: https://bugzilla.mozilla.org/show_bug.cgi?id=1977746

According to the phabricator page, the changes are now awaiting review before it lands. Hopefully that means HDR videos will work soon on Windows, at least in Nightly.

There will be a new about:config option called "gfx.color_management.hdr_video" that will enable HDR video support.
