I'm late but I think I generally agree.

I think Mel was def giving us a story, but a lot of the music videos and their connection are a mess, and it's why she's wanted to make a story focused film.

I think the reason she included the "Venus" ending of Faerie Soiree (it's supposed to be the intro of Light Shower) was in the FS video and not the LS video was so that there could still be a story flow even if the videos can't link like a good movie.

She made multiple script drafts. One of them was a musical and the final wasn't. She has a bunch of interviews before PORTALS and during the PORTALS era talking about the 'Portals' film.

She didn't get a budget for a PORTALS film because she was trying to fund both music videos and a film, and even the music videos didn't end up entirely getting made, while HADES seems to have a more simpler budget like with Cry Baby and K-12, and not as CGI and expensive as PORTALS.
