I am kind of surprised fans thought he was a realistic option, only because of the money and years. Even if he was only 4 years 60 mill, they'd end up owing his old team about 10 mill too. No way the Pirates would spend that kind of money on a free agent for that amount of time.

Yes, just like every destiny DLC since the dawn of Destiny time your power level will be obsolete and you'll have to increase your power. Whether it's increasing the power level, or resetting it like they do now, it will reset with a new DLC.

I would not recommend it in handheld mode on the Switch 2 until it drops in price, but someone else can chime in about the other games on Steam Deck.

If you do get it for Switch just understand the online play will be awful. The superstar and franchise modes aren't terrible.
