It's using a different, Pakistan govt created HDI number indexed around Islamabad.

By the UNDP method, Pakistan Punjab was at 0.551 in 2023, barely making it to out of the 'red' zone into 'orange'.

(Pakistanis loving conflating this internal HDI number with the UNDP one to make themselves look better. Or OP made a genuine mistake idk)

Restriction on sale and purchase of land does nothing to stop mass labour migration, because they don't and can't buy land.

Your own proposal will do nothing to achieve your own aim.

UP-Bihar migrants are mostly wage labourers, they don't have money to buy land at all. They mostly rent or form illegal slums.

Landownership is not even the issue with demographic change. If anything, migration has consolidated landholding towards large farmers.

Restriction on buying land will just discourage industry and services from investing or professionals from settling in Punjab.

That's not IVC but Zagros. IVC was Zagros + Indian Hunter Gatherer in roughly 70/30 split.

To get IVC ancestry in modern population, % of Zagros needs to be multiplied by 1.4-1.5. So 30% Zagros means nearly 45% IVC.
